You may be facing the problem of overlapping dial-peers.
So, when you are not in SRST, your call flow should be:
PSTN --> PRI --> VG inbound POTS DP --> outbound voip H323 DP --> CUCM --> Device
When in SRST:
PSTN --> PRI -- > VG inbound ...
