You would need both the following commands on your up-link port for successful Snooping/DAI/IPSG.
interface TenGigabitEthernet1/0/1 ip arp inspection trust ip dhcp snooping trust
For EIGRP you can use the built in feature;
router eigrp 50 distribute-list 30 in TenGigabitEthernet1/1/29 distribute-list 30 in TenGigabitEthernet2/1/29 network 10.203.16.0 0.0.0.255
