I finally found the solution with TAC support, the problem is because Esxi version 7.0.0 is not compatible with ISE 3.3, you must use Esxi version 7.0.3 onwards.

Change Esxi from version 8 to 7.0, In 8 it worked without problems

I just took the WLC to a factory reset, I started it with the 8.3.122 image and repeated the upgrade process which now turned out to be successful. Thanks for the support and feedback.
