The WLC will unicast the dhcp server rather than broadcast which is the norm. So if you had the VLAN dedicated to wirelss clients you would not need to use the IP helper on that specific VLAN.
If the ap is cycling through IP addresses it cant find the WLC from the IP option 43 configured so tries a new IP to see if it gets better results.Where is option 43 configured? Windows server? Switch ?How is it configured?
Agree 100% with Steve.Always create a dummy interface on your foreign (remote) WLC as the WLAN will default to the management interface. If you lose the EOIP tunnel to your anchor controller your guests will then be able to connect to your management...
