I need to block calls that will result in toll charges for the phone in the public lobby. I tried setting the Class of Restriction for "From Phone" to user-local, but that doesn't block toll calls (1+ calls). I can't find anything directly relevant in the admin guide that I downloaded. I have no other phone in the system set up the same way, so I have no example to follow. Any suggestions?
