Well,
first you have to get some experience on VoIP technologies, the protocols - H323/SIP.
Then you have to choose a protocol (H323 or SIP) that your network will work on (both are good, but SIP is more preferred for end-customers as a lot of VoIP phones and ATA gateways work merely with it).
The next things to choose are:
1. softswitch
2. billing software
3. end-user devices (IP phones or SoHo VoIP gateways)
4. a VoIP provider/carrier that you will use to route your A-Z (A-Z --> provides a complete set of dialable destinations, so to say) calls to.
That is all, as a start.

Hello,
I have a similar question: How do I get started transferring off of an old PBX onto Cisco voip? I have 4507s and 3560 with poe. As usual, a search throughout Cisco is difficult. thanks.

What kind of trunk interfaces does your PBX have?
Analog (FXO), digital (E1/T1) ?
