Linksys 2102 doesnt work like hotline registered in cucm 6.1

   i  have registered the spa2102 in cucm 6.1, it is working fine like standard analog phone. But when i put over l2, CSS for hotline feature, analog phone over L2 hears dial-tone.

i have changed interdigit short timer to "0" value

somebody can help me with any suggestion?
