I have something like this:
MyRtr1---SPSw---???---SPRtr---MyRtr2
MyRtr - My Router
SPSw - Service Provider's Switch
SpRtr - Service provider's Router
??? - unknown device with SP's network
How can I do QoS between MyRtr1 and MyRtr2?

You can do QoS between MyRtr1 and MyRtr2 only if the service provider provides that. Often you can pay an extra fee and then the service provider forwards your packets according to the configured QoS. But you really have to ask your SP if he provides that for you.

Is it possible to do QoS after IPSec tunnel was created between MyRtr1 and MyRtr2.
