simple questions - no simple answers!

1 - As with any design:

What are your requirements (targeted customers, scalability, features required)?

What are your limitations (cost, time frame, staff,...)?

There is no solution that fits all.

2 - So, what are YOUR requirements? Why do you think VoIP is a good idea in your case? Where is your competition? Which customers would you like to target? What is your budget?

There are many options and first you should narrow your "search space" IMHO.
