voice port oper dorm but in status idle and out status on-hook

Hi, 

I got a problems with voice port

i have cisco 2811 router, and put the command sh voice port summary shows:

0/3/0              --         fxs-ls          up      dorm  on-hook       idle         y

0/3/1              --         fxs-ls          up      dorm  on-hook       idle         y
0/3/2              --         fxs-ls          up      dorm  on-hook       idle         y
0/3/3              --         fxs-ls          up      dorm  on-hook       idle         y

because it appears in dorm?, the ports are not in use by this problem.

dormant is normal status
