VoIP call from 1750 remote

Our remote 1750 has FXO connected to PABX. WAN connection via FR. HQ router is 3650 with Call Manager 3.1 all route pattern are in place. And PABX HQ is connected to AS5300 as our gateway to local calls.

From the remote side, once they dial a number to an IP phone at HQ, a call is connected. But with a call to analog phone at HQ, the analog phone will ring then a busy tone is heard from the calling party.

Same set up with our remote areas using 2650. All calls works fine to both analog and IP phones at HQ.

What could be the problem? Is this a FXO disconnection problem? Thanks in advance.

This may not be the FXO disconnection problem. This could be with call manager.
