BE6K starter bundles with CM migrations

Hi all,

Our client is currently on an aging CUCM 6.1 system with 38 users and no current UCSS.  We're quoting a BE6K solution.  Is it possible to use the 25-user starter bundle and combine with the 3-1 upgrade w/ UCSS sku for the additional 13 users?  I looked through the ordering guide and couldn't find any verbiage saying we couldn't, but the example at the bottom shows just using the 3-1 sku with UCSS, but no starter bundle.  The difference ends up being roughly $700 list when comparing the two methods.
