Can somebody confirm me that in UC540 and UC560 there will not be CLI access?
If this is the case, Is there any method for debugging and troubleshoot without this?

There is still CLI access. There is also a new Monitor and Troubleshooting Drawer in CCA 2.2 which you should check out.
We reduce the need to use CLI, but its still there.

To add to what Steve said, CLI changes will not be supported on the UC540 and UC560. They may work fine, but only CCA is supported for configuring the device.
