Our UC 520 lost power. When power was restored, we were unable to connect to it. Our phones and internet are down. Does anyone know of a way to restart a UC 520 successfully?

Connect to the console and take note of the prompt that you get. If you are in rommon state, here is a document that describes how to get out of it:

If you do not get any response via console, you will have to request an RMA.

The console connection showed a rommon 1.
We pulled the flash memory and found it was empty so we plugged into a card reader and we copied over the advipservices file, reinstalled the flash, and booted the UC 520 again. We are now able to connect to the UC 520 (and access the internet!) currently we are trying to load up the rest of the software more conventionally. Fingers are crossed here.
Still don't know what went wrong initally.
