MWI on a Cisco SPA525G connecting to 4645 Voice Mail

I am doing a proof of concept for connecting Cisco SPA525G2 SIP phones to an Alcatel PCX 4400 and 4645 Voice Mail. I have the phones connecting to the PCCX and registering and connecting to voice mail without a problem. The only issue is that the MWI is always on.

I have updated the PCX to 11.2, and the CiscoSPA525G2 to the latest firmware but the light still stays in. I have also tried all of the MWi settings on the phones with the same results. If I set “Message Waiting” to “Yes” on the Ext 1 page of the phone, the light is always on, if I set it to no, the light is always off. It does not matter if there is a new message in the mail box or not.

Has anyone run into this problem before and is there a solution to the issue?
