PAP2T DST rules not affecting system time

My PAP2T phone adapter shows incorrect time (1 hour behind current DST).

Time server is correctly set (us.pool.ntp.org).  Time zone is correctly set (GMT -05.00).  DST rules have been modified to reflect N. American DST policy

(start=3/8/7/2:00;end=11/1/7/2:00;save=1).

What am I missing...?

I see the syntax that you have shows 2:00, it should be 2:0:0.

Also, be aware that the sync occurs at the top of the hour, not right away...
