Set up HTTPS provisioning

I have an XML provisioning server for SPA devices and I would like to make it available through HTTPS. I read the document at https://supportforums.cisco.com/docs/DOC-9852
which states that I need to send my CSR to my Cisco sales rep who will forward it to ciscosb-certadmin@cisco.com but I do not have a sales rep. Where can I submit the request ?
