How i can download full configuration with SIP account settings for SPA962?
http://SPA962_ip_address/admin/spacfg.xml - without password for accounts.

Passwords can't be read from device.

Maybe some: binary mode, direct reading of EEPROM or flash?
If the device is something stores, so it can be read.

Of course. But cheaper solution is - request reset of account password to something known to you. Or forgot this SIP account at all and buy new one.
