is it possible to map the PRI trunks to a key so that the users can just press that key and dial an outbound number?

There is no way to map individual timeslots in a PRI to phones or users. You can look at configuring speed dials on your phone, that would be used to place an outbound call using the first available channel on the PRI. I think this would do what you need, if I am understanding your question correctly.

Can the speed dial key be programed with only a 9 so that when the user presses that key they can enter the phone number ther want to dial example: press the key +555-1234?

You can do that, but then you'll have to enter additional digits before the interdigit timeout expires. Not many PRI's allow for digit by digit sending, but rather implement call routing based on numbers in one go (en-bloc)
