What is the optimal way to ajust standart/DST time for SPA devices?

I have Linux-based DHCP server for these devices. Already tryed "time-offset" option, but without success.

As far as I know, SPA devices doesn't take time zone information (nor NTP server address) from DHCP. You need to configure it via provisioning file. For SPA50xG use something like:

  GMT+01:00

  start=3/-1/7/2;end=10/-1/7/2;save=1

  Yes

For SPA1x2:

      +01 2 2

      ...

You need to replace the values from example above by values related to your location, of course.
