I have a 5 user office that needs a VOIP solution. I'm not sure where to start and what I would need to make it work. Please advise.

Are you a Cisco Partner with Select Certification (SMB Specialization)?
If so, you can look at UC 540, which will support up to 32 users.

I was looking at the uc540's. But I am not clear on what I need on my end. I have an empty new contruction office with a no pots or pbx.
Besides the uc540 and internet access what else do I need. Do I need to contract with a sip or voip provider? How do I get the phone numbers. I can't find step by step instructions for the whole overall project.

What city and state are you in?
There are local Small Business Account Managers to help you with this. But look at Smart Designs to see the reference architecture.

I am in Brooklyn, NY. I spoke to Cisco over a year ago and they told me at the "select" level they do not assign account managers.

You should have a Small Business Account Manager (SBAM) for your area. I may can figure out who that person should be or Steve might be able to look in the directory. The UC540 will be a great platform for that customer and allow growth if needed. If it will be your first time using a UC5xx platform Steve has written a bunch of GREAT labs which can be found here ---> https://supportforums.cisco.com/docs/DOC-9836 Also make sure you have the latest version of CCA which is currently 3.0.
