Does the 1751 support only site to site VPN or can I use if for Dial-in users?

There is no restriction on using the router only for site-to-site VPNs. You can definitely terminate remote access VPN sessions on this router. Do keep in mind that in order to support any IPSec based VPN configurations you need to be running an IPSec supporting IOS image on the router.
