Its been awhile so I'm asking here, in order for an analog modem to dial into a router with an ISDN BRI WIC the router will need an analog modem (either serial or MICA) to hand that connection off to wouldn't it?

Yes, internal digital MICA modems will terminate analog calls over ISDN BRI.
However the ISDN BRI has to be a NM (network module) card & will NOT work over a BRI-WIC card.
