The startup applications can be set at a user level on the MAC, system preferences>>user. If you set Anyconnect to run at logon then that's the first step. The next task is to get Anyconnect to start at run, well that's a client feature and can be enabled. The next task would be to ensure it runs so enabling the auto-reconnect would again have to be enabled.
The key point is authentication and if you want the user to be prompted for their credentials or 2FA details. If not then set your authentication model to be x.509 based.
