AnyConnect Connection Banner?

Using Windows XP (32-bit) SP3, AnyConnect version 2.3.2016

Cisco ASA 5540  8.2(1), ASDM 6.2(1)

Prior to login with the AnyConnect client, users are presented with an embedded (not a popup) 'Connection Banner' (please see attached picture).  I cannot find where to remove or even configure this text.

To confuse things even more, using the same PC and AnyConnect software, the banner does not appear when connecting to VPN site B.
