AnyConnect Not Installing

When I attempt to install the Anyconnect client I get an entry in my task manager that says "A SmartNET contract is required for support - Cisco AnyConect Secure Mobility Client."  And the install stops.

 

I have all of the contracts I need - what am I missing?

I am trying to work through the licensing side with Cisco.  I had the AnyConnect client downloaded and working.  Then my client would not connect.  So I uninstalled it and attempted to download it again - then I got this message in Task Manager.  I have even attempted to install the client from someone else's downloaded version - could it be an issue with my laptop?  Stupid question?
