AnyConnect on iPad

So will the iPad allow the user to browse to the correct WLAN or must it be preset somehow? In other words, will IT Staff need to touch all of the iPads for employees?

This deployment is a group of high level supervisors/employees all with new iPads.

Yes this will require some intervention on the ipad in order to connected to the network. The main thing will be to move past the accept button when the server warning message is displayed.
