AnyConnect Start Before Login - Module Installed but not Available

I have a fresh install Windows 10 domain joined machine. I have manually installed via MSI version 4.10.05085 of the core client, and then installed the included gina MSI. In my vpn client settings I do not see the checkbox to enable SBL, nor does program information show SBL as installed in the list of modules. It is installed on the machine in the list of programs, and I tested other modules, they show up and work correctly, it's only SBL that isn't working. Our MSP runs the ASA so I don't have access to that directly, but they are clueless. What am I doing wrong?

You need to have a VPN profile that has SBL enabled.  Do you have that?
