AnyConnect VPN and RDP unusual issue

I have an issue with using RDP via AnyConnect VPN which I am unsure how to solve.

We use AnyConnect to connect to a VPN and then access a remote PC via Remote Desktop Connection. Each user is assigned their own user account on the remote PC with their own login credentials. Existing users have no problem accessing the remote PC with this method. Three new users can connect to the VPN, but then get the following "standard" error message when trying to connect to the remote PC using RDC:

Getting below error while taking remote desktop :
--------------------------------------------------------------------------------------------------------------------------------
Remote Desktop can't connect to the remote computer for one of these reasons:
1) Remote access to the server is not enabled
2) The remote computer is turned off
3) The remote computer is not available on the network

Make sure the remote computer is turned on and connected to the network, and that remote access is enabled.
--------------------------------------------------------------------------------------------------------------------------------

I can confirm the remote PC is on and not being used by another user during this time. Further, if I attempt to connect to the remote PC using their AnyConnect credentials and their remote PC credentials (as a test) from my client machine, I am able to successfully login to the remote PC using RDC. This implies there is something wrong with the communication between their client machines and the remote PC, and not an issue of the VPN or RDC per se. After a lot of troubleshooting I am at a loss as to how to resolve this. Any help would be appreciated. For the client machines with these issues, two are Windows 10 (Home), one is Mac. My client machine is on Windows 10 Pro. I'm not sure if this makes a difference.

Thanks for any help that can be offered.
