There is no constraint on bandwidth applied within an IP tunnel, it simply provides encryption for the data stream.
If the application requires say a bandwidth of 50k bps then encrypting that stream will add an small overhead. The actual overhead depends on the average packet size, as the IPSec header is added to each packet.
