I was able to download Secure Client version 5.1.6.103 a few months ago, but I can’t download any of the later versions 5.17, 5.18, and 5.19 (5.1.9.113). I get an error saying, "entitlement required". We have the same support contracts as before and renew them every year. I am able to download everything else I tried, including ISE and IOS software, and we can open TAC tickets on various Cisco products including DNAC and WLC. What could be preventing me from downloading Secure Client?

I would try to re-add the entitlement, in case they haven't been associated with your account after renewal. Should be pretty straight forward if you follow the link in the message that says entitlement required.
