Hi Imran Irshad,
The reason of that message is that your pool of address if not applied on the tunnel group, that is way says not address assigned.
Example
ip local pool Anytest 10.198.16.10-10.198.16.20
tunnel-group test general-attributes
address-pool Anytest

Ok, now i believe we are missing information about what you are trying to do, can you explain me what you are trying to achieve here?
Are you trying to run a Windows script to initiate the AnyConnect?
Are you using the AnyConnect on a server?

I have already created local Pool and added in tunnel-group even i tried with re created Pool but same error message.

So you are not specifying any group alias or group url so your connections is going to the default tunnel group instead of the AnyConnect-VPN, with the following command everything should work fine:
ASA(config)#webvpn
ASA(config-webvpn)#tunnel-group-list enable
ASA(config-webvpn)#exit
ASA(config)#nnel-group Anyconnect-VPN webvpn-attributes
ASA(config-tunnel-webvpn)#group-alias Anyconnect-VPN enable
ASA(config-tunnel-webvpn)#exit
After that you can try again and everything should work fine.

I tried on win 7, 10 and got error, "Unable to Establish VPN" :(
