I would like to know what does it mean in the data specification datasheet where for ASA 5525-X 3DES/AES VPN throughput is 300 Mbps. This 300 Mbps is referring to total throughput in and out or only referring to one way 300 Mbps?

It means we can expect 300 Mbps of VPN throughput though the device in a best case scenario.
Vendors almost always consider throughput specs to be the sum of inbound and outbound.

So, what is the exact answer? the 300Mbps is the sum of inbound and outbound? Or the sum of Inbound and Outbound should be 300Mbps x2?

The exact answer is that the sum of inbound and outbound SSL VPN traffic will not exceed 300 Mbps in a best base scenario.
However that doesn't mean that a given client will see 150 Mbps inbound plus 150 Mbps outbound. A given traffic profile is typically skewed to one direction. For instance, if the primary purpose is to connect to a corporate VPN to access internal web sites and files, the traffic will be more in the direction of ASA to client.
