@Translator @moono no, IKEv2 is not supported on ISR 1800 series routers. You will need to replace the hardware as the ISR 1812J is End of Life and no longer supported.
FYI, IKEv2 support was first introduced on ISR G2 routers and newer. https://www.cisco.com/c/en/us/support/docs/security-vpn/ipsec-negotiation-ike-protocols/116055-technote-ios-crypto.html
