I saw that there was a verified solution to DMVPN Tunnel stuck at NHRP state.
My issue is very similar to this but I have a static IP address at the spoke. So my address wouldn't change. So what I have is a spoke that can form a tunnel to the secondary hub but not to the main hub. The state for the Main Hub is stuck at NHRP while for the secondary HUB its state is UP. This happened after an isp outage at the spoke. There's no NAT devices in-between that I know of. The Spoke router is connected directly to the ISP same with both dmvpn hubs. I'm just not understanding how the secondary hub has a tunnel connection and the main hub doesn't.

Sorry for the late reply the ISP has decided to change static IP. So we're going to do that next week and see if the spoke connects to the hub.
