Are these commands equivalent to each other in terms of function?
no webvpn
versus
webvpn
no enable outside

Assuming this is on an ASA:
'no webvpn' would disable webvpn/anyconnect in addition to removing all sub-configurationt. As apposed to the latter config which would only disable the webvpn/anyconnect functionality on that specific interface.
