Controlling which users can connect on mobile license and ASA

We currently have a setup where a few select can connect to our VPN using their mobile devices and anyconnect. The rest are blocked by default, both on Android and Apple, however, they can still try to login via VPN, they just don't get access.

I'm wondering if there is a way to block VPN attempts from even happening? We have the block in the dynamic access policy, but I would like to even block VPN attempts period.

Is there a way to do this, or do we have to keep the setup the way it currently is?

Considering the attempt to connect can come from any ip on the Internet is not  possible to stop the attempt but as you are already doing you can restrict the access by using a DAP and check a specific attribute on the mobile devices.
