I have a 2921 router with a universal version of code listed above. When trying to configure an ipsec tunnel, I noticed that the crypto isakmp commands are not available. I have taken the following capture from sho vers that seems odd:

This clearly shows that a universal version of the code is running, but yet further below, the device seems to indicate that the router is running an ipbase version.

I am slightly confused about what platform this really is. Your description says it is 2921. But the posted output is clearly from ASR1001. Can you provide clarification about this?
But the fundamental issue seems fairly clear. It is not that the universal image that you are running does not have the crypto code. It appears to be that the crypto code is not activated because the security license is not activated.

Richard....thanks for the prompt response, and yes, it is an ASR 1001, the other end of my tunnel is a 2921.
I am not sure how to proceed with the license. The unit originally shipped with the license and everything was fine, then someone on the account had the bright idea to change code levels. IT was at this time that the security license must have been deleted. Do you know what the process is to re-establish the security license? Thanks in advance.
