DMVPN issue

On Cisco1100 ISR we have a direct DMVPN connection between the spoke (Panama) and the primary hub (Reading DC) however this is coming up as a *dynamic* connection despite being statically mapped.

@mze can you provide the configuration of both routers and the output of "show dmvpn" and "show ip nhrp" from both routers please. Please save the output in attachments to make it easier to read.

 if I am right the Spoke is connect to backup Hub and this backup hub connect to primary hub.

ip nhrp nhs cluster 0 max-connections 1 

 then shut the tunnel and no shut it, let me see the 
show dmvpn

Just want to mention that Higher priority win so please rearrange priority to make spoke elect primary Hub.
