Is there a way to reduce the peer timeout setting on the client so it will fail over to a second Easy VPN server more quickly? Right now it seems to be taking about 60 seconds and I'd like to reduce that if possible. There used to be a checkbox in the VPN client to change that value but I can't find a corresponding hardware client configuration setting for that.

You have to change xauth timeout on Easyvpn Server, which is by default 60 sec.

Hi Poonam,
On ASA 9.1 i have no option for xauth.
ASA1(config)# crypto isakmp ?
configure mode commands/options:
disconnect-notify Enable disconnect notification to peers
identity Set identity type (address, hostname or key-id)
nat-traversal Enable and configure nat-traversal
reload-wait Wait for voluntary termination of existing connections
before reboot

For changing the user authentication (xauth) timeout on the ezvpn server:
"crypto isakmp xauth timeout"
