The HTML file is missing on my switch and I am wanting to be able to access the switch through Web Console instead of the Cisco Network Assistant. Any suggestions?

You need to download software that includes it.

I downloaded the tar file and made it a bin file so I could load the flash through Xmodem. Will see if it works using tftp. Thank you

If you need to use xmodem then there is probably more to this situation than you have told us so far. Knowing more of the background might help us to give you better advice.
I doubt that you will be able to successfully use xmodem to copy files which would support HTML and the Web Console. If you are using xmodem then you are almost certainly copying a bin file. If that copy is successful it should allow you to use the command line for access. And through the archive command you can copy the tar file and install the HTML files to use the Web Console.

I have never really used tftp and am most familiar with xmodem. This is my first time re-configuring a switch and so far getting a html file on the switch and gaining access through web console are my only problems. Uploading the bin file was successful and I'm trying to find the steps needed to upload a tar file.

I downloaded the c3750-ipbaselmk9.tar file for a Cisco 3750G-24TS switch and ran the IOS upgrade from within the web console on 12.2 (35) SE5. Now I just get a bunch of text at http://10.xx.xx.xxx/level/15 and when I click on the "Web Cosole" hyperlink, it does not display a page. Is there a different URL I can use? Thanks in advance.

No need to use xmodem. Red documentation for how to do it.
