Is Diffie-Hellman used in all secure tunnels, such as those use in EAP and IPSec?

The Diffie–Hellman key exchange method allows two parties that have no prior knowledge of each other to jointly establish a shared secret key over an insecure channel. Diffie-Hellman (DH) is mostly used in phase 1.

Gotcha. It is not used in every single secure tunneling/authentication method, correct?
