I have a location that wants redundant connections to my 3030. One connection is DSL and the other T1. To test, I setup 2 routers using HSRP and the 3030 with a L2L connection with both peer address from the remote routers. Initial tests show that it works, but only if an interface on the remote router fails. The problem is if the T1 router fails, the DSL creates a tunnel within 2 minutes. If the T1 router returns, it will never built a tunnel unless I manually turn off the DSL router's INT. Is there a way around this or am I going down the wrong path?

VPN concentrators do support failovers.

Do you mean that it never fails back over to the T1 interface and keeps the connection on the DSL interface?
