Logging into routerstuck in ROMMON mode through a modem

I have a router which is stuck in rommon mode and is at a remote site. I have a US robotics modem connected to the router. Although I can dial in and reach the modem, I can't get past the modem to the router console. Any clues? Would really appreciate your help.

Is the modem serial port speed fixed at 9600 ? That is usually the requisite for sure access.
