Need 10 SSL license for ASA-5505 with base license - is security-plus license needed?

I was told by a vendor that one of my clients needs an upgrade to a security-plus license before he can apply for the 10 SSL VPN licenses. I've scoured Cisco's website and can't find anything stating this. Does anyone know what we need to get? Thank you.

I never installed them on a non SecPlus-ASA, but the documentation clearly states that it is supported:
