I have 2610 and i want dialout to Cisco RAS PRI using serial interface on which external modem is connected

What type of serial interface do we have here? Async serial or sync serial? Also what type of external modems do we have here?
I would assume you have a async external modem & need to connect the same to an asyn port on the 2600, a similar config is seen below (he modem is connected to aux port for dialout)

If you have an async/sync module then inorder to make it asyn will need to add the command "physical-layer async"

interface serial x
physical-layer async

I have sync serial interface and DLINK modem.
The modem connections and cables are ok , i have tested by reverse telnet.
It is still not working , i am getting any output of debug chat for dial out

Sorry for the bad news but a synchronous serial port can not communication with a asynchronous modem. You must use a asychronous port. I'm not for sure wether the 2610 as both A/S port.
