Outgoing VPN

Hi all, how can I allow certain IP's the rigt to VPN outgoing? Can this be done by opening the appropriate ports?

its all done by Access control lists (ACLs)

access-list vpn_out permit tcp 192.168.80.0 255.255.255.0 host 61.121.14.43 eq 1701

???

Is this good?
