Problem with nm-30dm

I have a Cisco 3845 router and a nm-2ce21t1-pri and a nm-30dm and I use E1 CAS but when I dial with analoge modem it seems nm-30dm doesen't work and the line is busy, when I use "show controller e1" both lines are up. and i know that both E1s are work, because i tested them with Cisco 5350.

Cisco AS5350 Universal gateway is supporting 2/4/8-Port T1/7pPort E1 configuration. But Cisco-3845 have only one Auxiliary Port ,which will support up to 115.2 Kbps.so you face problem.
