Received encrypted Oakley Informational packet with invalid payloads

I get the following output on a concentrator when a user tries to conect vpn:

34940 10/29/2004 09:27:56.720 SEV=5 IP/49 RPT=1927

Headend transmitting TCP SYN-ACK pkt to client 67.8.37.22, TCP dest port 64073

34941 10/29/2004 09:27:57.050 SEV=5 IP/41 RPT=1783

TCP session established to client 67.8.37.22, TCP source port 64073.

34942 10/29/2004 09:28:19.080 SEV=4 IKE/100 RPT=34 67.8.37.22

Does anyone know what this means?

Oakley is a IKE setting used in Phase 2. If your not expecting this mode - say your set up to use SA quick mode it may be a miss configuration on the client.
