We have an IPSEC tunnel to a location over a DSL line at the remote end? This is the secondary (backup)We are debating whether we should try to monitor the router on the remote end via snmp? Currently, we are pinging it for availability. Please let me know your thoughts or experiences.

If your question is if it is possible/easy then yes it obviously is. We monitor nearly 300 devices through ipsec tunnels, 50+ of which are routers or pix. Ping is fine for the outside interace to which you connect but we also monitor the inside interface for ours.

Are your IPSEC tunnels strictly for managment or are they used to pass data between the remote end and Data Center or as a backup connection
Thanks

Primarily for management. However, we have customers that have tunnels to their remote offices which they pass plenty of data through and we still monitor through the tunnel(s) without issue.
